It enshrines local deities and serves as a gathering place for the military. It is now listed as one of the third-class historical sites and is collectively known as the "Anping Five Halls" along with Tiba Hall, Beacon Hall, Min'an Hall, and Jinmen Hall. Hai Shan Hall, also known as Hai Tan Hall, is dedicated to the Holy Mother Mazu, with the worshipped auxiliary deities being the Five Emperors and Five Happinesses, playing a role in stabilizing military morale.
