If more than 5 months have passed without receiving a deduction, does that mean there is no fine ?

Not exactly. The efficiency of handling fines in Europe is relatively slow, but in Germany it is still fast. If you haven't received a fine within 5 months, it is basically gone.

I received a consumption of 101 euros today, from a German car rental company, but I registered in January this year. I'm not sure what the fee is. Do you know anything about it? Thank you.

Something like that. After a traffic violation, the police first notify the garage, and the garage will immediately deduct the violation handling fee from the guarantee credit card. This process is mostly completed within half a year. But it's not always the case.
