Pick up the car at Zurich Airport, will transit through France and Italy, the vehicle has been confirmed to be able to transit through these countries. Is there any statement that the local car rental company needs to levy an additional border insurance fee ?

There should be no problem with transit as long as it is specified when renting, and the insurance should cover it. The transit countries are all in the same category and should not charge. If you are still worried, you can confirm the transit country at the counter.

It is possible that you need to inform the car rental company in advance if you want to pass through, otherwise the insurance will be invalid when you exit.

There shouldn't be any, I bought comprehensive insurance. I specifically mentioned going to France and Germany when renting the car, and the rental company said there was no problem and there was no additional insurance fee.

No such saying. I just rented and returned a car at Zurich airport in August, and I bought comprehensive insurance. When I picked up the car, I told the car rental agency that I was going to Germany, Italy, Austria, France, and other countries. The car rental agency did not ask me to pay extra fees. We drove to Munich and crossed the border into Italy twice.
