Euros are all usable, but the change will be given to you in local currency, which is not cost-effective. You can exchange some euros for local currency.
Slovakia uses the euro. I don't know about the others. I was fined 9 euros for parking in the old town of Bratislava for 2 hours.
Some restaurants in Croatia can be paid directly in euros. After calculation, the exchange rate of euros to kuna is more cost-effective. But because it has not been tried, it is unclear about the change.
