We rent a car in Toronto and drive all the way to Montreal and Quebec, and finally return the car in Toronto. Is it inter-provincial? Do we need to report it to the rental car company ?

Whether the car rental company has inter-provincial restrictions and mileage restrictions, if there are no restrictions, no need to report.

You can choose where to pick up and return the car when ordering, no need to tell them.
