We asked if there would be an extra charge, and he said there wouldn't be if we returned the car early. When we checked the bill later, there was indeed no extra charge. In fact, this depends on the situation at the time. If there were no cars available and it wasn't yet your pick-up time, they would naturally make other requests. There's no need to be too upset about it.
