I also had this question at first. I have a connecting flight and transit through Singapore to Australia. I specifically asked the airline at the airport check-in counter and they clearly stated that any form of transit, including transit visas and connecting flights that do not enter the country, are prohibited, and there is no suspense about this. In addition, the departure airport will not issue boarding passes, so there is no issue of being deported.
