I flew from Shanghai to Christchurch with a transfer in Sydney. Air China from Shanghai didn't allow me to check my luggage all the way through, so I had to go through customs and collect my luggage when I arrived in Sydney. I spent an hour and a half queuing for customs, and then another hour collecting my luggage.

You shouldn't need to claim your luggage. Generally, when transferring between international flights, you don't need to claim your luggage. When I went, I transferred in Christchurch from Auckland and claimed my luggage. On the way back, when I transferred in Sydney, I didn't claim my luggage. Our tickets were from Christchurch to Sydney, and then on to Beijing, with two different airlines. When I asked Air China, they said to ask the local airport, and the New Zealand airport said that generally, when transferring between international flights, you don't need to claim your luggage. But you should probably claim your luggage when you get to Beijing from Hangzhou. You can make sure when you drag your luggage through the airport.
