I flew from Shanghai to Christchurch with a transfer in Sydney. Air China from Shanghai didn't allow me to check my luggage all the way through, so I had to go through customs and collect my luggage when I arrived in Sydney. You shouldn't need to claim your luggage. Generally, when transferring between international flights, you don't need to claim your luggage.
