Chongqing's authentication window is open on Mondays, Wednesdays, and Fridays. I just asked a colleague and got the answer today.

The Chongqing Consulate handles driver's license certification from 10 AM to 12 PM on Mondays, Wednesdays, and Fridays. Make a copy of the passport's front page and visa page. Copy the driver's license in the order of the front and back pages, and the supplementary page on one sheet of paper. Download the driver's license translation format from the internet and fill it out in Italian on a computer; handwriting is not allowed. The fee is 100 yuan in cash, and the consulate only checks the original passport and driver's license, but does not charge. You can pick it up after 3 days; a receipt for 100 yuan can be used for pick-up. It is recommended to bring a USB drive, as there is no printing shop downstairs.
