Do you have to pay an exit fee when you rent a car in Germany and go to other European countries, no matter how many days or which country you go to, is it 60 euros? Could you please ask the elders if it's true ?

No, I went to Austria for three days and then returned to Munich last year.
Austria might, others might not. Denmark certainly doesn't.
When renting a car, it is stated that some may charge you for crossing the border, but there are basically no such fees around Germany.
There is no transit fee.
No border fee, but you have to buy highway tickets for the country you are heading to at the border and paste them on the windshield.
