I rented a car in China and picked it up at the airport in New York. With the order number, credit card, and passport, I was able to pick up the car without showing my driver's license. I've been driving in the US for more than two weeks and no one has checked my driver's license. As long as you drive carefully and don't get into any accidents, no one will bother you.
