Most places that are not scenic spots can be flown over, and places where flying is not allowed will have signs indicating this. Also, sometimes the wind is very strong, and flying is not very stable, so extra care should be taken.
The Twelve Apostles and other major attractions along the Great Ocean Road can't be placed, just don't let the wind blow them away.
