I also think Hertz in Norway has a problem. I returned the car on August 2nd and they still deducted over 350 kroner for tolls. They had already deducted over 150 twice before, and once over 50. The key is that we forgot to set the toll pass for the first hour, but after that, we always set it to avoid tolls. It seems like I have to check each one of these charges, I can't just take the car rental company's word for it.
