Don't get caught. I remember one year when my buddy brought in 4, and ended up paying $2.5 each. And you can't throw them away.

Declaration can definitely be brought, and additional taxes must be paid.
There is an option on the entry card asking whether you are carrying more than 50 cigarettes. You choose "yes", and then they will ask you how many you are carrying when you enter. As long as you don't carry too many, it's okay. I carried 8 boxes and smoothly passed through customs.
Apply, bring enough. Cigarettes are very expensive over there. A box of gold Marlboro costs 23 New Zealand dollars.
