I paid 18,000 crowns in advance for fuel, but actually used only 6,900 crowns. What's going on here ?

Some gas stations in Northern Europe are equivalent to pre-authorizing credit cards before refueling, so the bank's text messages are the amount of pre-authorization. After refueling, the bank will record the actual fuel amount, so the amount recorded by the bank should be regarded as the standard. I was also confused, and finally asked the bank, and it turned out to be so.
We also encountered twice that after swiping the card, the fuel could not be added and had to try again. The gas station staff said that it would not be charged repeatedly, but we received a text message from the bank saying that it had been charged repeatedly.
