The parking lot may be full every day and they may block the entrance when it's full. You can park nearby. The parking lot at Menglian Lake is even more crowded. There are paid shuttle buses running between the two lakes.

It's not closed off. You have to take a ferry to get in, you can't drive yourself, and parking is difficult.
