It's better not to choose Hertz, the staff are very pushy and scare you into buying extra insurance. Everyone spends at least an hour waiting for their car, unless you agree to add insurance. It doesn't matter what nationality you are. I didn't add it anyway, but wasted 2 hours waiting. At the same time, Europecar is much more efficient. I rented from Europecar in Germany last time, the only downside is that it's expensive.
