On the day I was in Reykjavik, the whole city was free of charge. If it's a normal day, there are free parking lots after 6pm. You can check the time charging sign before parking, and there are markings on it.

If it is a dedicated parking lot, no charges will be incurred after 18:00. If it is not a dedicated parking lot, there will be no charges all day... For example, small streets in residential areas, next to villas, you can park anywhere, like Hraunteigur, as long as it is not a residential area near a commercial street.
