The driver's license is for insurance. If you have a driver's license, the insurance company has no excuse to refuse to pay. In Thailand, some private small car rental companies don't care if you have a driver's license or not. If you don't have a driver's license, you will be fined 500 baht, which is the price of a motorcycle. I don't know how much a car will be fined.
