It depends on the distance from the airport. If it's within 30 kilometers, fill up the gas tank and return the car with a full tank. There are many gas stations on both sides of the 401 highway near the airport. If you agree for the car rental company to fill up the tank after you return the car, they will charge you for a full tank of gas. If you return the car with an empty tank, you won't lose out too much, but if there's still half a tank of gas, the car rental company will still charge you for a full tank. Usually, the car rental company will tell you that their gas prices are cheaper than the market, and if you believe this, you can sign and agree to return the car without filling up the tank, and the car rental company will charge you for a full tank of gas at their price. I've tried this twice and both times it ended up being more expensive than if I had filled up the tank myself before returning the car.
