What documents do you need to provide when renting a car from Avis for three days ?

I rented an Avis in Italy and provided their own translation, original driver's license, and passport, which was okay. There was a little incident in La Spezia where I encountered four or five people who claimed to be police officers and surrounded the car. They looked very scary and didn't seem like real police officers at all. I was just checking out of the hotel and packing my luggage at the time. I quickly ran into the hotel lobby and called the Italian guy at the front desk for help. After communicating with him, it turned out that they were really plainclothes police officers from the local area. They just asked to see my hotel checkout slip and that was okay. They didn't ask for my driver's license at all and I didn't know what they were trying to check. I was scared at the time.
