I wonder if a National Park annual pass that has one name on it and one blank slot can allow two people in one vehicle ?

Annual park pass for one vehicle with five people. Based on vehicle, not on number of people. Of course, larger vehicles are not allowed.

Drive to the national parks and provincial parks in countries such as the United States and Canada, most of which are charged by car.
