My question is, can I go to the No.1 Highway without crossing the bridge ?

The most beautiful section of Highway 1 is the one from San Francisco to Los Angeles, including 17-Mile Drive and Carmel-by-the-Sea. Going north isn't much, just crossing the mountains to Seattle.
No need to cross the bridge, both directions.
If you live in the downtown area of San Francisco, you definitely don't need to cross a bridge when heading south on Highway 1. I've been to San Francisco many times, but not all at once. If you're heading back to LA, I suggest taking Highway 5 on the way there, and then taking Highway 1 from San Francisco back to Los Angeles. Let me find the location for you. To the south of the bridge, you can search for the Golden Gate Bridge Welcome Center. To the north of the bridge is the Golden Gate View Point. The location for the second photo is Battery Spencer, and you'll need to park at the View Point and walk up there.
