The drive to San Francisco is about 45 minutes. Most taxis do not have car seats. You can write down your request when you book your pickup.

About the safety seat. My family also has this concern, so we bought a seat in China and brought it over. Don't laugh, it's not because we're poor, it's just that renting one costs $100 a day, and it would be $1500 for half a month. We haven't encountered any checks on this. In addition, I have taken Uber/Lyft several times, and there has never been a child seat, and the drivers don't ask or care.
Customs clearance usually takes about one to two hours.
