Following closely does save fuel, but it's better to modify the appearance of the car to reduce air resistance than to follow that closely. Definitely need to modify the brakes when following that closely. It's troublesome... With the DIY style of the Americans, sticking a few wooden strips to the edge of an old car can save fuel, but it's troublesome.
