Raincoat is enough. It's cold when it's windy, and it's not cold when there's no wind.

I am currently at the Geysir Geothermal Area, with sunny weather and a big sun during the day. I mostly wear short-sleeved t-shirts, and add a thin windbreaker when it's windy. In the morning, I can add a fleece-lined jacket. If it rains, it's good to have a thin, down jacket as a backup.
