Their roads are so narrow that it's not convenient to set up dedicated toll stations. So they all have autopass on their cars.

All cars with Auto Pass are charged according to the vehicle category when the Auto Pass was registered. Cars without Auto Pass are charged according to the default category (which is higher than the category they should be registered under) after being photographed by cameras on the toll roads, and the bill is sent to the vehicle owner. If the bill is not paid within a certain period of time (usually 3 months), it will be turned over to an international collection agency, which will add a lot of fees. This information is all described in the Auto Pass section of the Norwegian Public Roads Administration website. Many people think that renting a car in Sweden is much cheaper, but the highways in Sweden are all toll-free, so no cars in Sweden are equipped with Auto Pass, and they need to register Auto Pass themselves after picking up the car.
