Car rental companies will basically only charge administrative fees. The fines themselves must be paid by the renter. If you enter Italy again in the future, you may be taken to a small room at the airport and forced to pay. Someone has had this experience in the Netherlands. You will not be allowed to enter if you do not pay.

I asked someone in Italy specifically about this problem because I also lost my ticket. In essence, the traffic police will send the ticket to your rental company a few months later, and the rental company will provide your information to the traffic police (for a fee, deducted from the credit card you used for collateral). Then the traffic police will send you an email, and you can pay the fine through the internet or post office after receiving the email. If you have unbound your credit card, Europe attaches great importance to personal credit system, you will be included in the credit blacklist, and your visa, car rental, plane tickets and other series of things will be affected.
