Can the co-driver drive if the main driver has a translated driving license but the co-driver only has the original one without a translation ?

Can't. Police will be illegal if caught. Second, you can't buy additional driver insurance. The insurance company will not pay after the accident.
If the clerk at the car rental counter is willing to write the name of the second driver on the contract, then it's okay. If not, it's not allowed. If there's no name on the contract, driving the car is equivalent to driving without a license.
