Rent a car in Budapest, but when filling out the form, it was stated that it could not enter Montenegro and Bosnia and Herzegovina. If you really have to go, are the problems serious ?

You can't go to Heishan. You need a green card to enter. If you don't pay, the car company won't give it to you.

Budapest car rentals are hard to come by, so I changed to Vienna instead.

Try renting from several different car companies. I experienced this in both Scandinavia and the Balkans, switching to a different company if the first one didn't work out.

When filling out the rental contract, it prompts that it is not allowed. Is it not an EU country? Oh oh, that's right. Bosnia and Herzegovina and Montenegro are not allowed. Serbia seems to charge a transit fee.

Serious. Some cars have GPS positioning, and there may be fines for returning the car. Even more troublesome, once there is an accident, the insurance does not cover it!
